Δήμοι και ενώσεις που συνεργάζονται σε ένα κοινό θέμα με μακροπρόθεσμη προοπτική μπορεί να επιθυμούν να αναπτύξουν δίκτυα πόλεων για να κάνουν τη συνεργασία τους περισσότερο βιώσιμη. Η δικτύωση μεταξύ δήμων για θέματα κοινού ενδιαφέροντος φαίνεται να είναι ένα σημαντικό μέσο για τη διευκόλυνση της ανταλλαγής καλών πρακτικών.
Τα δίκτυα πόλεων αναμένεται:
- να ενσωματώνουν ένα φάσμα δραστηριοτήτων γύρω από τα θέματα κοινού ενδιαφέροντος που θα εξεταστούν στο πλαίσιο των στόχων ή των ετήσιων προτεραιοτήτων του προγράμματος
- να έχουν καθορισμένες ομάδες-στόχους για τις οποίες τα επιλεγμένα θέματα είναι ιδιαίτερα σημαντικά και να συμμετέχουν δραστήρια σε αυτά μέλη της κοινότητας στον θεματικό τομέα (δηλ. ειδικοί, τοπικές ενώσεις, πολίτες και ομάδες πολιτών που ενδιαφέρονται άμεσα για το θέμα κ.λπ.)
- να λειτουργούν ως βάση για μελλοντικές πρωτοβουλίες και δράσεις μεταξύ των πόλεων που συμμετέχουν, όσον αφορά τα θέματα που εξετάζονται ή ενδεχομένως άλλα θέματα κοινού ενδιαφέροντος.
Ειδικά κριτήρια για τα δίκτυα πόλεων:
Α. Αιτών και εταίροι
- Κατηγορία οργανισμού/Αιτούντες: • Πόλεις/δήμοι ή οι επιτροπές αδελφοποίησης ή τα δίκτυά τους • Άλλα επίπεδα αρχών τοπικής/περιφερειακής αυτοδιοίκησης • Ομοσπονδίες/ενώσεις αρχών τοπικής αυτοδιοίκησης • Μη κερδοσκοπικοί οργανισμοί που εκπροσωπούν τις αρχές τοπικής αυτοδιοίκησης
- Εταίροι: Εκτός από τη φύση των αιτούντων, οι μη κερδοσκοπικοί οργανισμοί της κοινωνίας των πολιτών μπορούν να είναι εταίροι σε αυτά τα έργα.
2.1. Αριθμός εταίρων: Ένα έργο πρέπει να περιλαμβάνει δήμους από τουλάχιστον 4 επιλέξιμες χώρες, εκ των οποίων η μία τουλάχιστον να είναι κράτος μέλος της ΕΕ.
- Φύση και διάσταση του έργου
- Αριθμός συμμετεχόντων: Ένα έργο πρέπει να περιλαμβάνει τουλάχιστον 30% προσκεκλημένους συμμετέχοντες. Οι «προσκεκλημένοι συμμετέχοντες» είναι διεθνείς συμμετέχοντες απεσταλμένοι των επιλέξιμων εταίρων.
- Τόπος και αριθμός δραστηριοτήτων: Οι δραστηριότητες πρέπει να εκτελούνται σε οποιαδήποτε από τις επιλέξιμες χώρες. Πρέπει να προβλεφθούν τουλάχιστον 4 εκδηλώσεις ανά έργο.
- Περίοδος επιλεξιμότητας/διάρκεια έργου: Το έργο πρέπει να ξεκινήσει εντός της οικείας περιόδου επιλεξιμότητας, που εξαρτάται από την προθεσμία του μέτρου εντός της οποίας υποβάλλεται η αίτηση (βλ. Χρονοδιάγραμμα).
- Προϋπολογισμός: Μέγιστη επιλέξιμη επιδότηση για ένα έργο: 150 000 ευρώ
Η μέγιστη διάρκεια των έργων είναι 24 μήνες.

Network of towns is aimed at providing funding to municipalities and associations working together on a common theme in a long term perspective, and wishing to develop networks of towns to make their cooperation more sustainable.
The measure Network of towns is the second Measure of the Strand 2. Democratic engagement and civic participation within the Europe for Citizens 2014-2020 programme. This strand aims to foster European citizenship and improve conditions for civic and democratic participation at EU level, to encourage democratic participation of citizens at EU level and to support concrete participation in the EU policy-making process.
Thematic networking between municipalities on issues of common interest enables informed discussions and exchange of good practice.
The potential of the networks created by a series of town twinning links should be used for developing thematic and long-lasting cooperation between towns. The European Commission supports the development of such networks, which are important for ensuring structured, intense and multifaceted cooperation.
2.2 Networks of Towns are expected to
– present projects which integrate a range of activities (such as citizens’ meetings, expert workshops and conferences within the network) around the same subject.
– have defined target groups for which the selected themes are particularly relevant and involve community members active in the subject area (i.e. experts, local associations, citizens and citizens groups directly affected by the theme, etc.);
– serve as a basis for future initiatives and actions between the towns involved, on the issues addressed or possibly on further issues of common interest.
Projects must:
foresee at least four events
involve municipalities from at least four participating countries, of which at least one is an EU Member State
have a minimum of 30% of international participants coming from the invited municipalities
the maximum project duration is 24 months;
the project must start within the relevant eligibility period, which depends on the deadline of the Measure within which the application is submitted.
The maximum grant to be awarded is EUR 150,000 per project.

Deadlines:
– 1 March 2015, 12:00 (CET/CEST, Brussels time), for projects starting between 1 July and 31 December of the same year as the deadline.
– 1 September 2015, (CET/CEST, Brussels time), for projects starting between 1 January and 30 June of the year after the deadline.
